By in-Valley solution we mean–a new design for energy use and generation . Kirkwood would retain its unique off-grid independence. Should the grid effort be abandoned or fail, this will be Plan B.
Firstly, there is the choice over who will manage the power. Should KMPUD purchase Mountain Utilities, we then have a choice to have KMPUD own and operate the energy generation or outsource it to a professional power company in an own/operate agreement.
Secondly, we would need a load study of the valley, including who uses what type of power and how much. This author would like to see the new design for in-valley power, begin with conservation and installation of as many renewables as possible. Then, selecting the best option for fossil fuel, considering cost and environmental impact. Natural gas, bio-diesel and any other feasible fuels should be considered.
The design should look at the big picture for power–proposing BOTH electric and propane replacement power generation/efficiency alternatives, resulting in a reduction in the use of fossil fuels (and their toxic emissions and GHG’s), as well as a reduction in cost.
